Enrol a company in the Apple Developer Program so it can publish on the App Store under its legal name and create keys for push, Sign in with Apple and the App Store Connect API. Apple verifies the legal entity (via D-U-N-S), the enrolling person's authority to sign, the website and the email domain before you can pay.

The membership belongs to the organisation (legal entity), which appears as seller on the App Store. One person enrols it with their own Apple Account and becomes the Account Holder, the only role that can sign legal agreements and renew. Other people and contractors join the team later with their own Apple Accounts.
Sole proprietors and single-person businesses must enrol as individuals; their personal legal name becomes the seller.
An identity verified in the Apple Developer app is tied to that Apple Account and cannot be verified again on another Apple Account.

If enrolling in the Apple Developer app (required in India), use one iPhone, iPad or supported Mac for the whole process and photograph your government ID. Apple reads the name and address and does not keep the image. You can ask Apple for an alternative method if you do not want to provide a photo.
