Meta Business Portfolio

The business portfolio (formerly Business Manager) is the container in Meta Business Suite that owns a company's Facebook Pages, Instagram accounts, ad accounts, apps and pixels. Almost every Meta developer approval (business verification, app review, WhatsApp, Marketing API) hangs off one.

Who owns what

A real person's Facebook profile (or a managed Meta account) creates the portfolio and gets full control. The portfolio, not the person, then owns Pages, Instagram accounts, ad accounts, apps and pixels. Each asset can belong to only one portfolio.

  • Personal Facebook profile (or managed Meta account) personal owned by the personMust be the person's single, real-name account under the Meta Terms. Never a shared or purchased login.
  • Business portfolio organisation owned by the company · under Personal Facebook profile (or managed Meta account)The creator gets full control. Add at least one more trusted full-control admin so the business is not locked to one person.
  • Business assets (Pages, Instagram accounts, ad accounts, apps, pixels) otheroptional owned by the company · under Business portfolioAn asset can only belong to one business portfolio.

If the company already advertises on Meta, someone may already have created a portfolio; check before creating another; ask colleagues or an agency before creating a new one.

One person can personally create at most two business portfolios, but can belong to any number.

Steps

Steps marked “human step” are ones only you can do: verapli never signs in, submits, pays or accepts terms for you.

    Your time
    about 5 min
    If something goes wrong (2)
    • The option to create a portfolio is missing or creation is refused because you have hit the limit.: Each person can personally create up to two portfolios. Ask an existing full-control admin to add you to the existing portfolio instead, or use a colleague who has not created two. [1]
    • Signed in with a managed Meta account and you are bounced back to Home when opening Organisation Manager.: You lack organisation management permission. Ask your Organisation Manager admin to grant it, or create the portfolio with a Facebook profile. [1]

    Where: https://business.facebook.com/

  3. Confirm the business email

Open the email Meta sends to the business address and click the confirmation link.

    • Guided by hand
    • Human step: You press submit
    • After: Create the business portfolio
  4. Add a second full-control adminoptional

In Settings, invite a trusted colleague and give them full control, so the company keeps access if one person's Facebook account is locked. Their contact information will be visible to others in the portfolio.

    • Guided by hand
    • Human step: You press submit
    • After: Confirm the business email
    If something goes wrong (1)
    • Meta restricts the portfolio after outside people were added.: Third-party advice is to keep ownership with authorised representatives of the business and give agencies partner access rather than full control. [6]
  5. Add Pages, Instagram accounts, ad accounts and appsoptional

Add the business assets the company owns. Each asset can belong to only one portfolio, so move it rather than duplicate it.

    • Guided by hand
    • Human step: You press submit
    • After: Confirm the business email
  6. Fill in business info

In Settings > Business info, enter the legal business name, address, phone and website exactly as on the company's registration documents. Business verification later checks these.

    • verapli co-pilot
    • Human step: You press submit
    • After: Confirm the business email

    Where: https://business.facebook.com/settings/

  7. Verify your domainoptional

In Settings > Brand safety > Domains, add the root domain (example.com, no www or https) and prove ownership by a meta tag, an HTML file in the site root, or a DNS TXT record, then click Verify domain.

    • Guided by hand
    • Human step: You press submit
    • After: Confirm the business email
    If something goes wrong (1)
    • Domain verification fails.: Check you entered the root domain only, that the meta tag is inside <head> of the live home page or the HTML file is untouched in the root, and that the TXT record shows on a public DNS lookup before retrying. [3]

Terms and gotchas

Plain-English summary, not legal advice. Each card links its source.

Can get you bannedThe rules say

One real account per person

Meta's Terms require the name you use in everyday life, accurate information, only one personal account, and no sharing or transferring of the account. If Meta disables your account you agree not to create another without permission. A portfolio built on a fake, shared or bought profile can be lost with it. [4]

Can get you bannedThe rules say

No automated access or circumvention

The Terms forbid collecting data from Meta products by automated means without permission and any attempt to bypass Meta's access controls; Meta may suspend or permanently disable accounts for this. [4]

Can cost moneyThe rules say

New portfolios can start with limited features

Meta says new business portfolios or ad accounts may not get all advertising features until requirements are met; Business Support Home shows what is missing. [1]

Worth knowingThe rules say

Commercial Terms apply

Using Meta for business purposes (ads, apps, Pages for a business) means you also accept Meta's Commercial Terms. [4]

Keep ownership inside the company

A WhatsApp solution provider advises that an authorised representative own the portfolio and warns that adding users from other businesses raises the risk of Meta restrictions. Third-party advice, not Meta policy. [6]
