Who owns what
The WhatsApp sender is a phone number registered in a WhatsApp Business Account (WABA) that is owned by a Meta Business Portfolio and connected to your Twilio account. One Twilio account can only use one WABA, so every further sender must use the same portfolio and WABA.

Use an upgraded Twilio account
Sign in to Twilio; the account must be paid, not trial.
Start a new WhatsApp sender
In Console go to Messaging > Senders > WhatsApp Senders > Create new sender and choose the number.

Continue with Facebook
Click Continue with Facebook and log in yourself. Approve permissions, create or pick the Meta Business Portfolio and WABA, and enter the account name, display name and category. Keep both windows open in the same browser and never share the pop-up URL.
Set the WhatsApp Business profile
Enter the customer-facing display name and category in the pop-up. Do not choose "Use a display name only" (a 555 number Twilio does not support).
If something goes wrong (1)

Verify the number with a code
Enter the one-time code. Twilio SMS numbers show it in the Console; Twilio voice-only numbers need the Voicemail Twimlet so the code arrives by email (up to 10 minutes); other numbers get it by SMS or call.
